VICTORIA HINES, Esq.

Victoria Hines, Esq. has over 18 years experience in the practice of law and has a variety of expertise in the areas of real estate, affordable housing and tax sale adjudicated properties. She has more than 12 years of practice in procurement, contract management, compliance in the public sector, and has been a part of the Circular team since 2021, where she assists in the management of projects that focus on Circular’s core lines of business.

Prior to joining the Circular team, Victoria spent three and a half years at the New Orleans City Attorney’s Office as an Assistant City Attorney in the Transactions Unit, which included federally funded programs such as CDBG and FEMA.

During Attorney Hines’ 10+ years as In-House Counsel and Staff Attorney for the New Orleans Redevelopment Authority (NORA), Victoria helped manage matters related to real estate disposition of over 700 tax sale adjudicated properties owned by NORA, and managed acquisition, litigation, compliance, procurement, and an array of legal areas needed and/or required, including those associated with drafting contracts, MOUs, CEAs, Acts of Cash/Credit Sale, Agreements to Purchase, grant agreements, resolutions, ordinances, and numerous legally binding documents on behalf of the Agency.

Victoria is licensed to practice law in the State of Louisiana; and a licensed Title Producer by the Louisiana Department of Insurance. Additionally, she serves as an ad hoc hearing officer for the Jefferson Parish Bureau of Administrative Adjudication in which she adjudicates matters for the West Bank Bureau of Administrative Adjudication. Victoria is a 2023 Real Estate Diversity Initiative (REDI) Urban Land Institute (ULI) Cohort; member of the New Orleans Bar Association, Jefferson Parish Bar Association; and has completed 40 hours of Civil/ Commercial and Employment Law Mediation Training.
